Each of the four Nordic states has decided what to do about companies that do not hold a licence from it. The four answers are not four variants of the same thing. They use different instruments, they bind different parties, and they have been in force for very different lengths of time.<\/p>\n

This page describes the instruments and who each of them is aimed at. It is a description of state measures against companies and intermediaries, not advice of any kind.<\/p>\n

The instruments are aimed at banks, broadcasters and internet providers \u2014 not at the player. Norway: the money, not the website, came first<\/h2>\n

Norway has the strictest payment arrangement in Europe, and it is at the same time the oldest part of the Norwegian toolbox. Section 5 of the Gambling Act bars financial intermediaries from handling deposits and payouts for gaming companies without a Norwegian authorisation. The payment ban has been in force since 2010 \u2014 thirteen years before today's Act itself.<\/p>\n

The duty here lies with the bank or the payment institution. It is a rule about what a regulated financial undertaking is allowed to process, written into the undertaking's own compliance requirements.<\/p>\n

Two more recent measures sit on top. A ban on gambling advertising broadcast from abroad on TV took effect in 2021. And in 2025 Norway introduced DNS blocking of sites offering gambling without permission, which is an order to the internet providers.<\/p>\n

Three instruments, three different addressees: banks, broadcasters, internet providers. None of the three is aimed at a reader.<\/p>\n

The order is worth noting. Norway took the money flow first and the web address last, fifteen years later.<\/p>\n

Denmark: one court order at a time<\/h2>\n

Denmark uses the courts instead of the banks. The procedure runs in steps: Spillemyndigheden first asks the company to stop offering games to Danish players, and if the company does not, the authority takes the case to the district court, which orders Danish internet providers to block the domain.<\/p>\n

The figures show the scale. Since the Danish Gambling Act entered into force in 2012, 227 sites had been blocked in total \u2014 and a single order from Frederiksberg district court on 26 June accounted for 178 of them.<\/p>\n

One order, in other words, did more than three quarters of the whole total since 2012. That is what a judicial route looks like: long stretches of nothing, and then a batch.<\/p>\n

Sweden: neither one nor the other<\/h2>\n

Sweden has no payment blocking comparable to the Norwegian one. Enforcement runs through the licence itself \u2014 the conditions attached to it, and the marketing rules that bind licence holders \u2014 and not through orders to banks or internet providers.<\/p>\n

That gives the Swedish situation its own shape. What sends Swedish players out of the licensed market is not resistance at the payment stage, but how the licensed product is designed: a bonus the licence holder may only give at the player's first game, and a self-exclusion register every licence holder must respect.<\/p>\n

Sweden regulates the product tightly and the outer edge loosely. Norway does the opposite.<\/p>\n

Finland: the weakest enforcement of the four, until 2027<\/h2>\n

Finland has no payment blocking either, and enforcement under the Lotteries Act against companies licensed elsewhere has historically been limited to marketing rules. That is the main reason why the market outside the monopoly is unusually large in Finland by Nordic standards.<\/p>\n

That changes on 1 July 2027, when the new Gambling Act takes effect and operating without a Finnish licence becomes a clearly enforced breach. Applications opened on 1 March 2026, but no licence takes effect before the date in 2027.<\/p>\n

Finland is the only one of the four countries where the answer to the question this page asks has a scheduled change.<\/p>\n

How payments look on the licensed side in each country<\/h2>\n

The instruments above are easier to read alongside what the licensed side actually offers, because that is what is being shielded.<\/p>\n

In Sweden cards, Swish and bank transfer via Trustly work at licensed companies, and BankID identification is built into opening an account: the account is opened in under a minute and is never anonymous. In Denmark Danish cards and MobilePay work at licensed sites without friction. In Norway Norsk Tipping takes ordinary Norwegian cards and Vipps. In Finland the online bank transfer is the dominant deposit route, and that is the reason Finland became the home country of play without account registration.<\/p>\n

Crypto is a small route in Finland, not the main route, and that is worth knowing before assuming that the four markets look the same from the payment side.<\/p>\n

Who the measures are aimed at, and who they are not aimed at<\/h2>\n

All the instruments on this page have an addressee, and the addressee is in the rule itself. The Norwegian payment ban is aimed at the financial undertaking. The Danish blocking is aimed at the internet provider through a court order. The Norwegian advertising ban is aimed at whoever broadcasts. The Swedish rules are aimed at the licence holder.<\/p>\n

None of them says anything about how an individual person should act, and this page does not either. The question of what applies to the individual belongs with a lawyer, not with a comparison site.<\/p>\n

That is also why the figures here are about domains, court orders and years, and not about players.<\/p>\n

What none of this says about a single brand<\/h2>\n

A measure aimed at companies says nothing about which licence a particular brand holds, or whether its number checks out in the register that is supposed to have issued it. That is a separate exercise, and the count is on the page about the licence numbers behind the brands<\/a>.<\/p>\n

Nor does it say anything about whether the company itself states that it accepts players from your country.
