\u00abThe Nordics\u00bb is one word and four separate gambling markets. The countries share borders, roughly the same income level and a fairly similar view of how alcohol should be licensed, and yet they have ended up with four different schemes for the same activity.<\/p>\n
The question that separates them is narrow and can be answered: can a private company apply for a licence in this country at all? In two of the four the answer is yes, in one it is no, and in the fourth it becomes yes on a known date.<\/p>\n
Seen from Norway, the last answer is the most unfamiliar, because here at home the exclusive-rights model makes the question itself meaningless: there is no application to fill in.<\/p>\n

The act divides the market in three: a competitive part open to private licence holders, a part reserved for public-benefit games and a part reserved for the state.<\/p>\n The act covers four game categories \u2014 lotteries, betting on sport, combination games and pyramid games \u2014 and the licence is granted per category, not as one combined permission to operate.<\/p>\n Two licence conditions shape the Swedish product more than anything else. Every licence holder must be connected to Spelpaus.se, the national self-exclusion scheme run by Spelinspektionen, and must refuse registered play from anyone listed there. And a licence holder may offer a bonus only the first time a player plays one of the company's games \u2014 once, not once a month.<\/p>\n Sweden thus has the strictest promotion rule of the four, and it is in the licence, not in an industry code.<\/p>\n Denmark grants licences for online casino and betting through Spillemyndigheden, which sits under the Ministry of Taxation. The Danish gambling act, lov om spil, has been in force since 1 January 2012. That makes Denmark one of the earliest re-regulated markets in Europe, and by a good margin the earliest in the Nordics.<\/p>\n Danish licence holders must be connected to ROFUS \u2014 Register Over Frivilligt Udelukkede Spillere \u2014 and must provide access to the register on every platform where they offer games. ROFUS passed 40,000 registrations in February 2023.<\/p>\n By Nordic standards the Danish licence product is relatively liberal, and that is the practical reason why the Danish market looks calmer than the Swedish one.<\/p>\n Norway does not run a licensing system. Norway runs an exclusive-rights model, and the difference is not one of degree: there is no Norwegian licence a private company could obtain on any terms.<\/p>\n The current act is the Gambling Act, LOV-2022-03-18-12, in force from 1 January 2023, with the Norwegian Gaming and Foundation Authority as supervisory authority. Two companies may offer gambling: Norsk Tipping AS, which holds the exclusive right to online casino games and betting on sport, and Norsk Rikstoto for horse racing. The Norwegian poker championship has its own permission, once a year, as an event.<\/p>\n Section 4 of the Act makes it unlawful to offer, or to assist in offering, gambling aimed at the Norwegian market without authorisation. Norsk Tipping is itself bound by requirements of registered play, personal amount limits, loss limits and an 18-year age limit; anonymous play does not exist on the Norwegian licensed side. The company is wholly state-owned, and its shares cannot be traded.<\/p>\n Norway has no national self-exclusion register across companies, and the reason is structural: a register that is to apply to several companies presupposes that there are several companies.<\/p>\n Finland is the one of the four countries where the answer changes on a fixed day. The Lotteries Act, arpajaislaki, still applies, and Veikkaus Oy has a statutory monopoly on online casino games and betting in mainland Finland.<\/p>\n The successor has already been adopted. The new Gambling Act was adopted by the Finnish Parliament on 16 December 2025 and confirmed by the President on 16 January 2026, but most of the provisions do not enter into force until 1 July 2027. Applications opened on 1 March 2026; no licence takes effect before 1 July 2027, and no licensed gambling service may be offered before that date.<\/p>\n The reform opens betting, online slots, online casino games and online money bingo to competition. Veikkaus keeps lottery games, scratch cards and physical slot machines and casino games. The gambling duty in the new scheme is set at 22 per cent.<\/p>\n Applications in the transitional period are handled by Poliisihallitus, the Finnish National Police Board. That is fifteen years between the oldest and the youngest system in a region otherwise described as one unit.<\/p>\n Nor are the schemes built on the same idea. Sweden and Denmark hand out permissions and set conditions in the permission itself. Norway hands out nothing, but places duties on banks and internet providers.
